I do see a lawsuit as being possible because by their own definition of armor piercing round 7n6 doesn't meet the criteria.This has really pissed me off as I have a Saiga in 5.45 and a new Waffen Werks AK74 that I used the 7n6 for. I emailed the NRA, NAGR, and my Senator and Congressman about this but I doubt anything can be done.

Only 7N6 (surplus ammo). Similar to the ban of Chinese surplus with steel core bullets.its just for the 5.45?
Crappy part is, the core is steel-yet it is very mild steel, and the bullet is larger then .220"-it is .221".I contacted my reps with this. It's stolen but it works. Feel free to do the same.
It was brought to my attention yesterday that an importer had filed a Form 6 with The Bureau of Alcohol Tobacco and Firearms (BATF) seeking to import a shipment of 5.45x39 military surplus ammunition also known as 7n6. The importer's Form 6 was not approved in the normal time frame so they contacted BATF. They received an e-mail in reply in the e-mail the importer was informed that someone had manufactured a handgun in 5.45x39, thus making all steel core 5.45x39 armor piercing under the BATF's definition. No official word has come from BATF regarding the ban however the ban is being confirmed by people who answer the phone at BATF.
That is the back story which sounds all well & good until you dig a little deeper & discover what makes a bullet armor piercing according to the law. The law is as follows: Armor-piercing ammunition, sometimes referred to as metal-piercing ammunition, is ammunition that is designed primarily to penetrate metal or armor, including body armor commonly worn by police officers. Under federal law, armor-piercing ammunition is defined as any projectile or projectile core that may be used in a handgun and that is constructed entirely from one or a combination of tungsten alloys, steel, iron, brass, bronze, beryllium copper, or depleted uranium.In addition, armor-piercing ammunition is defined as a full jacketed projectile “larger than .22 caliber designed and intended for use in a handgun and whose jacket has a weight of more than 25 percent of the total weight of the projectile.” Id. The Attorney General is required to furnish information to each licensed dealer defining which projectiles are considered armor-piercing ammunition as defined in 18 U.S.C. § 921(a)(17)(B).16
As you can see there are three things that make a bullet armor piercing according to the law. Russian military surplus 7n6 ammunition which will be banned from import by BATF for being armor piercing meets zero of the three requirements. Therefor under the laws definition it can not be labeled armor piercing & must not be allowed to be banned.
I am writing this letter in hopes that you will do everything you can to stop BATF from usurping the laws of this country in order to ban an ammunition not because it is what they claim it is but simply because they do not want American citizens to posses it. So many of our freedoms have been taken from us already & the federal government clearly has many more in their sights. The 2nd Amendment is under almost daily attack & is being slowly eroded into non-existence. I am appealing to your patriotic spirit as well as your duty as a Representative of American citizens to please stand up for our rights & fight this illegal ammunition ban. We are being backed into a corner by the government, a government which is no longer of by & for the people. Our Founding Fathers fought a war to win our freedom from the tyranny of the British. Tyranny that was far less than the tyranny we endure today at the hands of the government currently in power in Washington D.C. I sincerely hope that you can find it in you to fight for all of us. For no matter your personal beliefs about gun-control surely every American can agree that no federal agency has the right to make the law up as they go. If we allow that to happen The United States of America will cease to exist as we knew it.

that 5.56 projectile is not in the same universe as a steel corehow do we still have 62gr fmj steel penetrators since there are tons of AR and 223 pistols? That was the whole idea about the 7.62x39 steel ammo importation ban in 1994 because of the OA-93 pistol chambered in in x39....
