Some states/ranges require you have a chamber flag in while you store your gun. At least that's what I've been told, since I've never seen or heard of anyone who actually had to use it...
It's a chamber flag to signal that the gun is unloaded. Some ranges require their use, however most do not "require" them and you are allowed to lock the slide back instead.
I have a yellow one for my AR which is nice because even from 100 yards downrange I can look back and see it's clear. You can't see the bolt hold open from a distance.
