Hopefully there's someone here who knows about gunsmithing/bluing.

I recently acquired a used Tikka T3 Lite 300 WIN MAG, and upon deep cleaning/closer inspection I saw some discoloration around where the barrel meets the receiver. It almost appears as if some bluing was applied after the fact. I'm not familiar with Tikka quality control or craftsmanship, so I was hoping someone could shed light on what this could be:

Revolver Cutting tool Tool Machine
Auto part Cylinder

I also saw some yellow sealant "overflow" inside the chamber where the barrel meets the receiver that I scraped off. Is all of this normal? I just want to make sure the weapon is safe before firing. Thanks.
