This may seem like a stupid question, but here goes. Is it normal for the feed ramp on the barrel to get pretty caked up with soot after a 100 rounds or so of 9mm Blazer Brass?

This happens on all guns. The residue builds up quicker with some types of ammo. The good thing about XDs is that they keep working despite this.

Normal? I suspect it's normal with every gun, XD or not. :)

Blazer isn't known as a particularly clean ammo.

My feed ramp gets soot on it from virtually every type of ammo I shoot, but it's never had any impact on how my XD works.

yes its normal. and its the FIRST thing to check if any gun starts having feed problems

My XD and HK feed ramps get good and dirty with any ammo, just like all firearms. If I were to come home from the range and see a shiny feed ramp, I'd know I didn't give my guns a good enough workout. It's like sweat stains for your guns. :)
