Really you guys? You think the agency gives a crap about the "science" behind the switch? :? It's all about the lowest bidder, and it always has.
You do realize the FBI provides a large quantity of scientific data regarding ballistic tests as it stands already, right? What difference, in regards to lowest bidder, does it make if they're ordering Glock 23's or Glock 19's? Not a lick.

There won't be. The FBI won't sell their weapons to anyone other than agents. If that agent chooses to get rid of it they are destroyed. Goes for armor plates and gear too. (Or so I've been told from my FBI friends)

Sounds like an extreme waste of taxpayer money right there. Most LE departments are trading Gen 2/ Gen 3 Glock 22's for new ones and getting $300 credit towards the new guns. That equals about $125 a gun with night sights for department pricing with the credit.

At least they're opting to go to something that is common instead of reinventing the wheel. They could have sought the creation of an entirely new caliber.
