I'm being told by the only place I can find one that my 20 year old brother cannot buy it. He states that it falls under an aow. Please help me settle this as my brother wants to purchase his shotgun ASAP

Why doesn't he just buy one with the stock (which he may eventually want) and take it off? It then is the exact same thing, with the added benefit of being able to add it back.

He's exactly right. A pistol-only gripped shotgun is 21 and older. If it can mount up to the shoulder then it is 18 and older.
