9mm Case overall length confusion

I started getting my 9mm realoading dies adjusted yesterday and made up a few (minus the primers and powder) to get the dies right but I had a couple interesting observations.

My Hornady reloading data book for 9mm luger (in general) says the Maximum COL (case overall length) is 1.169"

I measured a Winchester factory round and the COL was 1.165, I measured a Federal factory round and the COL was 1.150.

However on in the Hornady reloading manual for 115 grain bullets (FMJ-RN) which is what I am using it says the COL should be 1.100".

Both the Win and the Federal were both FMJ-RN as well.

So...what COL should I be making my rounds since the manual says one thing but it seems factory manufacturers also have a variation of different things also.

I seat my bullets as long as I can so that they are a reasonable distance from the barrel lands ( about .020) and still fit in the mag. I have found that a longer COL (OAL or LOA same thing but more to my liking) tends to feed better with most bullets. Also, longer will not boost up pressure unless the bullets are into the lands. Both too short or too long can hurt you. I've posted my method on seating elsewhere. Take a look.
