I think there are some localities that will keep a fired case on file, in case a firearm is used in a crime. If that was the case, you would have to register the weapon with the authorities, and they would keep the fired case.
a few States (NY, Maryland, not sure others) require the manufacturer to provide a fired casing with every gun. So most companies just include it for all.
I read somewhere on the net that New York spends something like 10 million dollars a year on their fired casing database. So, in total it's probably up to 60 or 70 million dollars spent and NOT ONE SINGLE prosecution.
