Utah CCL may be cut off to non-residents

SALT LAKE CITY (AP) -- As the number of concealed weapons permits issued to out-of-staters continues to rise, Utah public safety officials say it might be time to cut off applications.

By the end of the year, officials estimate Utah will have issued more than 40,000 permits, nearly 150 percent more than issued last year. It's a 250 percent increase over permits issued in 2006.

Since 1994 about two-thirds of permits issued go to out-of-staters.
At a meeting with lawmakers on Wednesday, Public Safety Commissioner Col. Scott Duncan said the state should end out-of-state permitting. He says the program leaves Utah with a number of problems, including the inability to monitor some Utah-certified permit instructors.

About 70 percent live in states other than Utah.

if they passed this, when would the cutoff be?

Thats why the NRA needs to create a class form that is sufficient for all or nearly all states. So one ring to rule them all! Granted then most states would make that the minimum but I think in this case the pros outway the cons.

I wonder if they will also cut off renewals for nonresidents that already have a permit?

I believe the Legislature would have to amend the Concealed Carry Laws and they are out of session until next February.

They are discussing no longer issuing the Utah Permit to out of state residents. Ut will still honor all other States permits. I personally do not like the proposal because someone in a state that has no carry or very restricted carry laws but travels around the country should be able to carry where legal despite having a permit from a state other than their residence.

If this is still an issue I will contact my representative and senator and encourage them to keep the law as it is.

Look at my situation, I live in the not so gun friendly state of Hawaii. It is considered a "May" issue state.From what i've been told only one private citizen has ever been issued a CCW permit and that was a "hook up". The chief of police has never and probably will never approve a private citizens CCW permit. That is why i have opted for a Utan Nonres permit, now i can carry when outside of this god foresaken state in a good portion of the country.

Doesn't matter even if you did have a license since self defense is legally branded as murder in your state. You'd go to jail for saving lives.

Just makes me wonder why even bother getting a license in Hawaii? You'll go to jail for defending yourself regardless so what's a few extra years on top of that?

You're correct, i would go to jail for carrying and defending someone else in Hawaii. We actually had a situation not to long ago where a woman was beaten to death with the butt of a shotgun in the middle of the street by a huge guy. The cops said that if someone were to go into their own house, get a gun and shoot the guy it would have been justified. The trick in Hawaii is you have to prove someone's life was in danger. If you were carrying concealed and pulled out your weapon and shot in self defense you would probably still go to jail for the carrying violation. I got the license for when i travel to the mainland.

I have a Utah and Fl non res permits.When I took the Utah course in NJ last year the instructor said they were thinking about requiring new Utah instructors to travel to Utah and take the instructors course there.

I hope Congress will pass the bill that is being sponsored by a Utah congressmen regarding carry in all states and allow me to renew my permit, if not I still have my Fl permit. I have not heard FL is going to stop issuing no res permits.

My house in NJ is for sale and plan on crossing the river into PA. As soon as I can I Will apply for a PA permit.
