I have a two year old little girl who is filled with energy from the time she wakes up until the time she goes to bed. She is more active than any kid I have ever seen and I'm not just saying that because she is my child. That being said, we do not allow her to just run free like a wild indian (no offense to wild indians).

She has, on occasion, run away from us in the restaurant and sat with other patrons. Two year olds do that sometimes, but when a child is uncontrollable, or better yet, uncontrolled they make an otherwise enjoyable experience one to forget.

I hope people NEVER have a chance to say that about us and our child, but eventually they probably will.

My parents never really hit me. They took things away from me. That seemed to be more effective. I learned when i do bad things, my favorite things disappeared.

That doesn't work with a lot of kids. I know it wouldn't have worked with me. I got spanked all the time, and I was legitimately afraid of my dad until I was about 13. Now we're best friends, and I thank him almost every time I see him for beating my butt when I needed it.

I also detest unruly kids. Their parents rarely care that they are raising little assholes. My cousin's three kids spent a lot of time with me when they were little. At home they act horrible. At my house they act very good because they know that is what I expect and I won't tolerate their usual crap. In 99% of cases it all boils down to the parents not caring by virtue of "I want my kids to have it better than I did". Horse sh!t. Half of my grade school class would have ADD or ADHD by today's standard. The difference? They all had it beaten out of them by the time they were 10 years old. Now days we just medicate until that doesn't work anymore, then up the dosage.

As stated....around here anyway, Cici's is a low level establishment for geared primarily toward low level groups OR solo middle class groups (day time business lunch guys). I have never been into the place myself but have heard stories.

Moving on, I hate more than anything what you described....parents not being parents. I am not an angry person nor do i find it my job to tell people how to do their jobs...BUT...when i see a child acting that way in public and the parent just ignoring it makes me want to choke the parent until they turn blue in the face.

If you don't want the responsability of being a parent then don't make the mistake of having one.

There is something wrong with society when it is harder to get a dog from the ASPCA or animal shelter than it is to have a kid.

They want a basic idea of who you are before giving you an animal. Want to breed kids? Go at it like rabbits.
