The Phoenix lights happen quite often. Nobody's been able to explain them and the Air Force base always says "we know nothing".

Something like this was going on up around Kokomo, IN. IN Air National Guard said it was their F-16's running exercises that were creating sonic booms and they were dropping flares as well.

There is a strange red flashing light where I am at I can't seem to... Oh wait it's just coming from underneath the barrel of my XD. Never mind.

Out in the desert I see them drop flares all of the time in the middle of the night. Sometimes they stay in place for a while before burning out, other times you can tell they're falling from the air and burn out quickly. I never even considered it being strange since I see a good amount of A10's fly overhead on a daily basis. That combined with other various jets at much higher altitude so they're harder to ID and the four "Low Paves" I saw over my house the other day. I even hear the occasional sonic boom.

Turns out it was a Phoenix resident tied road flares to helium baloons and let them go from his back porch. A neighbor told the media about seeing the baloons launched from the house next door.
