From the Trace Route it shows the connection going extremely slow from hop to hop. Looks like I'm connected to XO.net on the first hop and it goes from here to Philadelphia to DC to Ashburn (VA) on hop 5, where it connects to Sprintlink.net for another 8 hops, then on hops 15-30 it's all timed out. does that sound like bad service, or just a bad connection to my download site?
I think its the fractional factor. Once this T1 leaves your building its bundled into an optical circuit with speeds you or I couldnt possibly phathom.

your provider (XO) hands you a T1, does this T1 get terminated into a hub where the signal is broken down there? trying to get an idea, we dont have or use fractional T1s.
