California has been nuts for decades.
Every vehicle emission law we have stems from CA smog problem THEY had.
Yes, they did great in reducing their pollution, but most of the country NEVER had a problem.
Like central IN and OH ever had a smog problem. RIGHT!!
CA invented vehicle emission laws nut we all suffered from their restrictions.
