Pennsylvannia Non-Res License Just Came In

Well Team XD...

I sent in my application for a PA non-resident license on 12/06/2007 and it arrived on 12/21/2007. Not bad!

Centre County allows you to apply by mail. You don't even need a photo... just a copy of your driver's license, your state CCW, the completed application and $26.

It's just a slip of paper but it lets me carry concealed in PA and several other states. It's a Merry Christmas!

Did mine a few years ago. I am an Ohioan, and could not carry in PA. Now, I can. What a cheesy slip of paper, too, huh?

Wow you can say that again! Cheesy is just exactly the right word for it. Slip #1 of a 3-part set of carbon copies with #2 and #3 going back to the Sheriff. But if it works, I am happy to keep it nice and safe in my CCW slipcase. I am amazed that it came so quickly. I have to applaud that Sheriff. He has his act together. I guess most of the other counties force you to come in and some won't issue to non-residents at all.

That is what I hate about the East Coast. I hate that they have a system where each county creates its own law and process. There ought to be one process statewide for all. Luckily I found a county where the Sheriff believes in gun rights.

RECIPROCITY AGREEMENT
This Reciprocity Agreement by and between the State of Florida by and through the Florida Department of State, Division of Licensing, and the Commonwealth of Pennsylvania by and through the Office of Attorney General.
WHEREAS, the purpose of this Reciprocity Agreement is to extend reciprocal concealed firearm carry permit/license privileges to the citizens of the Commonwealth of Pennsylvania and the State of Florida,
WHEREAS, the respective state offices are authorized by statute to enter into this Reciprocity Agreement,
WHEREAS, in consideration of the matters described herein, and of the mutual benefits and obligations set forth in this Reciprocity Agreement, the Parties hereby agree and covenant as follows:
The State of Florida will recognize valid Pennsylvania permits to carry concealed firearms by valid Pennsylvania permit holders while said permit holders are present in the State of Florida.
The Commonwealth of Pennsylvania will recognize valid Florida licenses to carry concealed firearms by valid Florida permit holders while said permit holders are present in the Commonwealth of Pennsylvania.
This Reciprocity Agreement applies only to the carrying of firearms as defined and authorized by the applicable statutes of Pennsylvania by valid license/permit holders from the respective states and not to any other types of weapons.
The Commonwealth of Pennsylvania and the State of Florida will inform each other of any changes in their respective carrying of concealed weapons statutes that may affect the eligibility of the recognition granted by each state.
The Commonwealth of Pennsylvania and the State of Florida will each provide the other with copies of their current laws regarding concealed weapons and firearm carry licenses/permits.
The State of Florida will provide twenty-four hour verification of the authenticity and status of Florida licenses. Instructions regarding the method of verification of a Florida concealed handgun permit/license will be provided as soon as the method is established.
This Reciprocity Agreement is contingent upon and shall only remain effective as long as the respective statutory authority in each state authorizing the reciprocal privileges remains effective.
This Reciprocity Agreement shall become effective upon the execution of the authorized Parties' signatures.
This Agreement may be terminated by either Party or their successor upon thirty (30) days written notice.
WITNESSETH, each Party to this Reciprocity Agreement has caused it to be executed on the date indicated below

Mine is just like that slip of paper.... I'd recommend laminating it and folding it, or folding it and laminating it.

It'll last a lot longer. Congratulations. PA is pretty gun friendly except for the two larger citites.

Note that Florida WILL NOT recognize a PA NON_RESIDENT license or any other NON-RESIDENT license for that matter. So you might check with the PA Atty General's office as they might not recognize a NON-RESIDENT FL license based upon Florida's refusal to do so.

This is a very sketchy area... non-resident licenses used in other states. It is best to go directly to the State Police and/or Attorney General of the state you hope to use your non-resident license in to see if it is good.

Without getting into the whole should we even have permits/2nd Amendment/registration of guns thing. A National license would make life a hell of a lot easier than this insanity of state by state reciprocity agreements.

Thanks! My dad was born in Western PA. I learned to shoot as a child along the Allegheny River near Henry's Bend. I ride down in PA every chance I get so I really needed this license. I didn't trust my New Hampshire license down there as the Reciprocity Agreement Purpose clause actually conflicts with the Grant clause. Same is true with several other PA Reciprocity agreements. So rather than risking arrest by the PSP or a local sheriff who is picking nits in the law, I just got the PA license which should solve those issues.

It will give me several extra states where they clearly allow non-resident licenses and there is no conflict in the source documents. That is nice!
