Not positive, but if I had to guess, I'd say that they have some exemption by the ATF, seeing as they are a government organization themselves. I'm not positive though, and wouldn't be surprised if someone more knowledgable came along behind me to correct me.

I just called the CMP and apparently I just forgot to send in proof of citizenship.
 Silly mr0w1...so forgetful...Gotta fax it to them, and then my order should be on it's way!  *edit* Oops...I suppose I could have edited my last post....sorry...

The CMP does a background check just like any other firearms dealer, unless you have a concealed carry license that they recognize...or at least thats how they did it when I got mine, but that was back in 1997-98.
