Animated gif's are created by stacking several images into one. The car does move when it is hit, but the gif creator likely only animated the portions with the santa to save on the file size. I have done similar on other pictures.

Just an FYI on this one. Just saw the whole Vid on one of those TV funny video shows. It's real. The whole car DOES move normally when he fell. Before the fall he peed on a concrete pillar, then went near an elevator, pulled his pants down and appeared to be wanking when a couple came out! (of the elevator)
