Paraphernalia in and of itself, is not illegal.

Frency, in Ca. it is....11364 of the Health and Safety Code. It's a misdemeanor. If one is caught manufacturing it, it is what is called here a wobbler; County or State time depending on the circs and the suspect's criminal history.

+1. Smoking a hookah is very enjoyable and is the most flavorful smoke that you will ever have.

Do I enjoy watching the dopers walk up and buy a glass pipe or a stash can...No.

The real issue here is more so the crowd that you are going to attract. If you go into a cigar/smoke shop and they happen to sell hookahs, you are going to get mostly people who are looking to buy one for its intended purpose. I bet if you would have seen one there you would just chalk it up to an "exotic" item, rather than something for dopers. Most of those types of nice smoke shops (like the one I work at part time) dont sell glass pipes or any of that crap that would start to draw a large crowd of your local dopers in. Let them go to the head shop and pick up a piece of glass that is "art man...".

Now change the venue (like at the 711) and you are going to get just who you would expect.
