Gosh, I hope he has more specific ideas for what communities can do in addition to after-school programs! There are lots of after-school programs. The kids that you have to worry about aren't going to go without encouragement and supervision from their home, which is the thing they probably lacked in the first place. Heck, the kids you have to worry about the most rarely or never go to school.

But some of the burden must also be shouldered by residents who need to do more to raise and protect at-risk children, he added.

You offered specific legislation regarding guns. What specific legislation will you propose to ensure that residents raise and protect at-risk children?

He later added, "There's a reason they go out and shoot each other, because they don't love themselves. And the reason they don't love themselves is because we are not loving them enough."

That really is the problem. Things like guns can be banned and regulated, so it looks like something is being done. Nobody in these neighborhoods want to hear legislation that holds THEM responsible for their minor children.
