The passenger in that car said he was immediately disoriented and then heard the gunshots. So, it must have been an otherwise effective spray. Regardless, the cop shouldn't have turned his back. He probably should have waited for backup and/or approached the car with his gun at low-ready.

To understand why he did use pepper spray and turn his back, you have to read up on the history of the case. This is a small town and the cop knew the shooter as a punk kid. But, he had no history of doing anything violent. Also, some people in town had the perception that he was harassing this "kid" over the years just because he wouldn't overlook minor offenses being committed by a member of an influential family. (The shooter is the cousin of skier Bodi Miller, whose family has lived in the town for many generations.) The cop knew he was going to have to do something to stop the guy from fleeing, but probably felt drawing down on him would be both unnecessary and a bad political decision.

The cop's body language practically screams "Here we go again. Let's get this over with." Unfortunately, on top of the shooter's generally bad attitude, relatives described him as "unstable" and evidently his paranoia about this particular cop grew over the years. People are saying he bought this gun specifically out of fear for this cop.

I don't envy cops who work in small towns. They typically patrol alone, back-up can be many miles away, catch a lot of personal grief over enforcing minor laws, and common criminals are getting more violent. What this case is really about is an unstable punk versus a cop trying to simultaneously keep the peace and enforce the law the best he can.

Oh, and the Marine in the video is awesome!

I was given a choice, carry the BAR thru ITR or BCD. I took the BAR, a##holes didn't win. Damn near killed me tho.

What the girl is doing is SOP for getting an OC certification. Who it affects is unpredictable at times. I've seen large suspects become pussy cats just by drawing an OC canister, and small guys who were seasoned needed many applications of baton strikes to take down.

I'll have to look around for my OC cert video. I have some good ones of people acting hard before being sprayed then becoming cry babies after.
