Could be NYC, but I'd say Jersey. More friggin tolls than you'd believe. NYC not so many.

Looks like 2 cars stopped, one of the drivers got out and ran in that direction to help, I guess. I've seen things happen where no one bothers to do anything to help. It's sad, but true.

If I'm not mistaken, the person who exited his vehicle was a leo and if you look closely, you can see the rotators on the top of his vehicle have been activated.
