California law says 90 days maximum but here in Ventura county it takes over a year, usually. As I understand it, the sheriff's office only has two retired guys coming in to work on the CCW applications and they're only allowed to work for a total of twenty hours a week or so. The trick is that the county has ninety days to process the application after the background check is received back from your local police department. But since the sheriff's budget is extremely limited and the staff working on CCW applications is so small the standard background checks take a horrendously long time to get to and so the sheriff's office drags the CCW application process out for a year or more before the ninety-day period after the background check even starts.
For this reason many CCW applicants in Ventura County give up on the process. The sheriff's office is pretty liberal in issuing the permits but it takes a horribly long time to get it done. The list of CCW applicants is slowly growing and that slows the process down. And civilian applicants get the lowest priority. Government volunteers, officials, military, and other such people get their applications moved ahead of the average citizen. I don't have a CCW permit but I've done the research for getting it done here, which is how I know this information. I want my CCW but I may move within a year and so it's likely that I'll be gone before my application ever gets processed. Therefor I may not even submit the application.
