Extremely well-executed. Notice how he crouched down and then pushed up and forward. That not only makes it more likely that you will still hit the neck if the person lowers their chin, it creates more force with better balance compared to pushing straight foward. That is the sort of effective and simple self-defense technique people should be taught in martial arts, but is impractical to practice on each other.

The reason the guy didn't take his hands out of his pockets is because he is probably a stuck-up kid from the suburbs who thinks he is "above" the situtation, including the cop's commands. Sorry kid, but the attitude that might work on your folks isn't going to work with Mr. Policeman.
