Question: Class III or SBR licensing
Is there a "walkthrough" or just some information for getting a SBR permit or Class III or whatever you need. I wanted to order a 9.25" upper for my M4, and was wondering what needs to happen before i can get it...

most class 3 dealers will walk you through this. Usually you buy the weapon. Then complete the fingerprinting, forms etc and then send it off to the ATF with a check for any fees and the $200 tax stamp. It takes a couple months at best.
Obviously you want to check state and local laws as well. P.S. You don't get to take the weapon home until you are Ok'd.

what does sbr stand for, how does it differ from class III

SBR = Short Barreled Rifle (barrel less than 16")
You'll need to fill out a form 4 to have the SBR transfered to you(IIRC). You'll need to get a CLEO's signature and get fingerprinted. Send in your forms plus $200 and wait for a while. here is the form you'll have to fill out. http://www.titleii.com/pdf/010205-Form4.pdf It's editable so you can put in your info and print it out. Also you might read this: http://www.titleii.com/BardwellOLD/nfa_faq.txt Here are some quotes: Non-FFL holders may only purchase an NFA weapon from a dealer or individual within their own state. If the weapon is located out of state it must be transferred to a class 3 dealer within the state, before transfer to the non FFL purchaser. The transfer involves paying the transfer tax, which is $200 for all the NFA weapons, except AOW's for which the tax is a mere $5. Individuals also have to get one of several specified local chief law enforcement officers to sign the form (see below on the law enforcement certification for more information), submit their fingerprints in duplicate, and attach photos of the transferee to the form. While the transfer tax is levied by law on the transferor (seller), in practice the transferee (buyer) is expected to pay the tax. Initial transfers to individuals tend to take at least 4 months, although subsequent transfers can be quicker. dealer within the state, before transfer to the non FFL purchaser.

Try the General Class 3 forum at AR15.com for NFA questions. There is an honest to goodness ATF examiner that posts there and answers questions.

First you check State law, You fill out forms, you contact the CLEO of your area. You submit forms, money and finger prints to ATF, you await approval and stamp. Then you go get your SBR, DO NOT get it before hand-not even the upper. Just having compatible pieces for a class3 is a violation of fedreal law......I made that mistake with my first SBR AK kit, the ATF agent understood my confusion that it would have to be built first-but in the eyes of the law, with a complete receiver on premises with FA or short barrel, they can get you for an illegal weapon. Why would you have to go to a class3 dealer for an SBR upper?? the upper isn't the weapon, the receiver is......

What if you want to put a 7" upper on your 16" uppered AR-15? I already own the lower reciever. Can I get it reclassified as a SBR then purchase my upper?
