Since there have been several coments on this photo. I believe they are ROTC. Rank is incorect on the left. Regular Airforce enlisted wear rank on the sleeve and officers were subdued rank on the collar and hat. A dark blue almost black belt was also worn the BDU's.
As for Air Force weapon familiarity. That was atrocious when I was active and still is I believe. Since we were not considered a "fighting arm of the military". Funds were never available to properly teach weapons use (IMO).
I remember shooting M-16's with a 22 conversion kit. Of course that was only once a year shooting about 45 rounds.
When I went to the medical side it went to every 2 years to qualify.
About the only ones who have proper range time and training are the Security Forces troops.
