My thoughts are: he can only charge sales tax on the items or services purchased from him. So, he can only tax you on the ~$50 you spend for FFL fees, state NCIS, etc. And since services usually are not taxable, he can't even tax you for his services. I'd call another FFL to see what they do.

Also, call the state (or county) department of taxation to get the final resolution. Please note, some states have a use tax that applies when the seller is out-of-state and doesn't collect sales tax. Check out Virginia Sales & Use Tax FAQ, halfway down page, in Consumer's Use Tax section, the buying furniture from North Carolina example. Your state may do this and the FFL is trying to keep everything legal.
