Those are modified 17s. 18's have the big select fire switch on the side of the slide in the back.
He's either illegal, and a dumbass for putting a video out on the net for ATF to see, or just coughed up the 200 bucks per gun for the stamp. Making a Glock fully auto takes about an hour and some machining parts or those stupid autoglock devices that connect on the back. His looks to be modified internally.
