I remember my interactions with the OPD officers when going through their application process. Every officer carries mace or pepper spray. For her to pull her gun and fire a warning shot into the air was not following protocol. Her first action would have been to call for backup (maybe she did), and if she needed to escalate force, to use her pepper spray. That would have stopped all the men who were fighting. Nothing in the story indicates she had any need to draw her gun, let alone shoot into the air with the bullet landing who-knows-where.
