Exactly. Not even a criminal or member of some military (not that that would be ok either but innocent civilian is worse).

I've gone through that frame by frame and I believe that the bullet passed through his right cheek an exited right through his left cheekbone/eye orbital. If you look carefully the hold left side of his face changes and the eye orbit sinks in. It appears as if the sharpshooter was on the ground, because the bullet is angled slightly up. I'm a long distance shooter myself, not a sharp shooter, but I'm not sure I would have taken that exact shot that is seen in that video. It put the woman pretty much in the line of fire, she was barely missed. Even if he was 200 yards away shooting 1moa, which his rifle should do much better than that (1/2 or 1/4 moa), he should have been able to hold that shot to a 2" group. This means that there was no reason that he should have hit the BG's cheeks, because if it wouldn't have caught the orbital on the back side, the bullet might not have expanded at all and could have left the assailant alive. Either way I'm glad that the woman made it out without getting killed by the gunman, or the PD's "sharpshooter".
