This is pretty much how my range does it. The backstop is chopped up rubber. Couple times a year they pay a company to sift the lead out of it. Maybe your range is trying to cut remediation costs, while at the same time making some extra money on ammo sales.

When we do combat shoots at the indoor, we do them in front of the firing line. Some guys use respirators when they're up there. Can't blame them.
