Yes it is. The Oregon Constitution has a specific line about public officers not having more rights than the citizen. I will have to dig again to find it. I had a judge threaten to hold me in contempt should I bring it up again in her courtroom.
Of course it doesn't stop them. I mean the second amendment is clear about infringing, yet we've seen what happens there. Or illegal search and seizure, 1st amendment, Hell all of them just about.
