How hard are they applied? Enough to kick in ABS? Could be just turn/replace the rotors

Possibly warped rotors. Does the brake pedal pulsate as well?

Steering wheel shimmy under normal braking is the front rotors are warped. They need to be either turned true or replaced.

She's feeling a little bit something in the brake pedal, big thing is it's not happening all the time, usually the steering wheel will shimmy a little, and will shimmy alot if she hits the brakes harder than normal stopping.

Definitely check brake wear. If there is alot of brake dust on the wheel, the brake pads are probably starting to reach end of life and she can feel the effect in her steering wheel. Depending on the condition of the face of the rotors and your abilities, replace or reface the rotors and replace pads. If you can not do the job and are not confident about doing it, take it to have the front brakes done.
BTW, what year is the Explorer? replace the rotors--- $30- $65/ rotor, pads $13- $20 set. Me, I could do the front brakes for under $100.

What he said /\
Severely warped rotors can even cause a shimmy without pressing the brakes due to the tight clearances between the pads and rotors.

yep warped rotors. I say have them replaced the turned ones tend to warp again pretty quicly if they heat up and cool down rapidly. After the brakes are done have the ball joints and tie rod ends checked. Warped rotors can shake a front end apart pretty quickly.
