I think the fact they were using a bathtub to attract the fish is what made it illegal. The other thing is the fish were spawning. I will check the code on it.

Page 20 of the Iowa fishing regulations says that hand fishing is illegal for most fish.
However, common carp, bighead carp, silver carp (see p. 26), grass carp, black carp, bigmouth buffalo, smallmouth buffalo, black buffalo, quillback carpsucker, highfin carpsucker, river carpsucker, spotted sucker, white sucker, shorthead redhorse, golden redhorse, silver redhorse, freshwater drum, shortnose gar, longnose gar, bowfin, gizzard shad and goldfish may be taken by hand fishing, by snagging, by spear or by bow and arrow, day or night. You cannot take or kill, or attempt to take or kill any other fish by hand fishing. All game fish not hooked in the mouth, except paddlefish, must be returned to the water immediately with as little injury as possible.

If you cannot write your name on the application, you qualify.

I have always heard that catfish need something enclosed to spawn in. I wonder if they cut a hole in the tubs and put something over the top to enclose it.
Im torn...i mean i plant foodplots and improve habitat various ways for deer that i hunt. Im trying to give the deer what they want and need on my land so they stay there. These guys were doing the same i guess...but it just happens to be illegal.
