Yes, tarrifs increase the cost of goods. But that will be the result of buying American in all cases (at least short to middle term). There are few factories here anymore and if everyone buys American, the goods supply will dry up and the higher demand will cause prices to go up. The profit's on American goods will then go up and more people will want to start making American goods to capture the profit.
When they imposed tarrifs on Japanese cars the price of all cars went up. That probably saved the US auto industry (or at least slowed it's decline). It also made the imported cars vastly more profitable...
