I had to google it since I didn't even know what they were. (Yeah, I know... I live under a rock.) Weighted-knuckle glove - Wikipedia, the free encyclopedia
The first website that sells them that I looked at said "SAP gloves are primarily for law enforcement and rescue professionals. They provide substantial hand protection and allow incredible punching power with the added mass of the embedded steel shot (8 ounces in each glove!)."
The use of the word "primarily" insinuates that it is legal for the common man to own a pair as well. There is no mention that they are illegal to ship to the usual communist cities and municipalities. I understand that that is not citing legislative code, but it's the best I could come up with this early on a Sunday morning.

I can find nothing pertinent in Illinois State codes, but, you will need to check County/City codes.
More than likely, they will only be illegal if used in an unlawful manner.
In which case they'd most likely fall into the Dangerous/Deadly Weapon category.
