shooting into the air

OK, maybe I'm missing something (like she's a ballistics expert), but how does she know:
1. the bullet traveled far, more than a mile... 2. some man was upset and just fired his gun into the air? How did she find out? Did the person who fired his gun track the bullet and tell her what happened? How does she know it was a man, and that he was upset? She says it was a freak accident. She's fine. Full recovery expected. No biggie, but yet she wants a punishment for whoever did this? Personally, I think it was punishment for wearing such a horrible shade of green.

This goes back to the basic safety rule: "Know your target, and what is beyond". With very rare exceptions, when you are firing in the air, you probably don't know what is beyond the target. Of course the guy shouldn't have been trying to shoot down clouds.
