I could only get the video to play to the point where he reached the front of the car, then the video stopped, so I don't know what happened.

Even though this is off topic, I saw 2 things that were violations of officer safety. One, he parked his radio car on the passenger side of the "suspect" car. He is thus exposing himself to anyone who may be in the car with a gun (I realize he is just going to give a ticket for a minor violation, but there is no such thing as a "routine" traffic stop, the news media nothwithstanding). There are only limited situations when that would be warranted (on the fwy, so you are not at risk for getting hit by a passing car).

Second, he walked up to the car carrying what looked like his ticket book and posse box; so now his hands are restricted in case he has to get to his OC, baton, flashlight or gun. Really scary stuff on top of the car moving and evidently crashing into something.

Sorry for editorial. I realize I'm retired, but when I see glaring officer safety violations, I have to mention them, because 1 it bother me and 2, I know there are some fairly new leos on this site and people trying to get on. God, you should hear me when I occasionally watch "COPS." My family tells me to be quiet.

Not sure I understand, exactly how long does it takes to drop a ticket book and box?

A little more time than it takes for the bad guy to pull the trigger of the gun that he is pointing at the officer as the officer is walking up on the car. I walked up on hundreds of cars with only one occupant with my hand on my gun and in some cases, with my gun out and held along my upper leg out of view. Being lefty helped in that regard. If there were numerous occupants and I had a "feeling." I would get backup before even making he stop.

Based on this particular video alone and no other, I still would not have had anything in my hand like a ticket book, etc., upon my approach. That person could have just finished killing his/her family, kids and all; it's been done. I intended to go home at the end of my shift to my family.

An officer should NEVER take his ticket book or any similar items with him on a traffic stop, not even if it's gran'ma who he is stopping. You train for that time that you need to use your gun to save your life, so when you do, it is instinctive. Your strong (gun) hand should always be empty. If it's daytime, so should your weak hand. If it's nighttime, then you should be carrying a flashlight in your weak hand with the car's spotlights/takedown lights lighting up the suspect car. Once the car and it's occupants have been ck'd out, you can put the light underneath your arm and use it that way to illuminate the occupants and still leave the hand free.

After determining the occupants of the car offer no APPARENT threat, and he/she is going to write a ticket; obtain the registration, license and insurance info and return to the radio car to do what has to be done, watching the car as much as possible while cking the driver's info on the mdt.

After the ticket is fully filled out, the officer can elect to have the driver come to him and sign or he returns to the driver to have him sign. There are pros and cons to both. The officer has to depend on his training, totality of the circumstances and his gut feeling as to how he handles that.

The most important thing in my mind is to NOT approach the car with the items the officer in the video had in his. I base this on 15yrs in the streets and 27 total on the job. Take it for what it's worth; I'm not bragging, just stating the way I was trained by one of the best depts. in the world. (again, not bragging; but, it has that well deserved reputation, despite the Compton shooting someone might bring up).

I recall once while a cadet and on a ride along in Malibu in '76, I withdrew my gun on a traffic stop, but it was hidden by my thigh. When it was over, the experienced deputy I rode with asked if my gun had been out. When I said yes, he said I know you just spent a week at Firestone station (across from LAPD's 77th and right in S. Central LA), but he told me I could be stopping judges and lawyers so I shouldn't do that. I told him a judge could have just killed his wife because he caught her with another man and then shot his kids also. The dep. ordered me to stop doing it. After being caught once more doing it, I stopped, but he was very weak in the officer safety training dept. IMHO, but I was only a cadet, so what the hell did I know.

If this sounds like I was overly concerned about people in cars and my safety, you got that very right and you will get no apology from me. I observed unsafe OS issues while on patrol with others and voiced my opion tactfully. If it was my life they were jeapordizing, I did it immediately and less than tactfully to immediately get the point across.

I don't know if you just wanted the short answer and I apologize if you did, but on something this important, that may save some present or future officer's life, I decided to expand on my answer. I at no time did I intend to insult you in doing so. If I have in my delivery, I apolize.

yeah, what a jerk, doing his job and all. sure did seem like a mean sumbitch, huh.

re: hit and run, if that's true, i'll have to call the hamilton county s/o as well as the prosecutors office and ask them about those signs that say "in case of accident move vehicles off roadway".

In this case, I think I might come down on mst3k's side. Unless I get to witness the individual being cited/fined/disciplined for his reckless endangerment of the motoring public, I would also be considering this guy a jerk. He's also a bit more than an idiot for the reason's retired has mentioned, and also his behavior when he takes his eyes off the occupants and is waving his arms wildly while talking to the observer off screen, never once taking notice of the occupants of the vehicle.

Were I one of the occupants of the vehicle and I were given the ticket, I would make him sit there till I got the watch commander on scene to explain what I had just witnessed. It's a tit for tat thing. If you are cool w/ me, I'm cool w/ you, but if you feel the need to report a wrongdoing that you witnessed, so will I.
