well this projectile is steel with a screw on aluminum tip, the only point of that is for a explosive round.

A quick google search reveiled this:

Seems that the port was attacked and tried to be captured by the Allied forces but the Germans did a good job of destroying it.

It is "trench art". made by a soldier in the field with the materials he had at hand. Very neat piece.

I have to agree. GIs had a lot of "free" time on their hands (punctuated by periods of unending terror as the old saw goes) and they did what they could to occupy that time. This sort of thing was a lot more common during WWI because of the trench warfare (much more free time).
