When I got it home I racked the slide and fired it, but the trigger group stayed back to the frame and did not come forward until I racked the slide again.

Again, this weapon has not been fired.

The trigger stays back after being fired. In that respect the XDs acts like a Glock. Since the little trigger cock indicator is missing on the XDs (as compared to the XDm's), the trigger itself is the indicator. If it is forward then it is cocked.
