Why LEO only? I can buy a 13 round stainless, why not a black one?

i'm a LEO and will seek black mags b/c: (1) they won't give away my position as a shiny mag will, and (2) I want my duty holster to be the kind that has the 2 mags exposed on my belt; don't have to bother with snaps! just pull 'em out, tap, rack, and ready.
