The Marines operate in a multiple enviroments around water. Weapons retention is one of the things stressed in training. The Marine Corps does issue lanyards. Some may not wear them as they are supposed to but once they loose that pistol they become religious about the use of it. I am not trying to push a lanyard but many would like to use them. This is kind of like the old Miller commercial "tastes great" "less filling" everyone has their own outlook on this.
