Does it come with Bolt and Bolt Carrier?

IT IS BRAND NEW - READY TO SNAP ON TO A LOWER and fire away ... Why am I selling ...? I'm not sure I understand that question I am an FFL dealer that's why I'm selling, that's what I do...
