That stage was called "What Would Steven Segal Do?" and the dummy was a human shield. You picked up the "sheild" and engaged the targets on the right strong hand then switched up and shot the targets on the left weak hand all while holding the dummy under the "arms". If you fired any shots over the "arms" you were hit with a procedural for each shot.
