Penalties
If two hits are required on a target and I only get one the penalty is twice the value of an A hit correct?
My results are up on the National USPSA site (local matches < Boulder Rifle Club < Sep 10 < Production). I actually managed to take second on one stage. What really hurt me were 90 penalty points on one stage! I did not notice any procedural penalty for not engaging targets. One more question - if two hits are required but is shoot 3 - an A, a B, and a C how is it scored? I need more speed and accuracy.

Misses are indeed scored as -10 (2XA).The procedurals could also be from foot faults or failing to do a mandatory reload. That is the biggest reason I see for that many procedurals. If I understand your second question correctly. You hit an A,B & C on a target. Provided it wasn't Virginia count you always get the 2 highest hits.

if you failed a mandatory reload,
you might have been hit for 10 points per shot after the time you should have reloaded.??

Penalties were for targets not hit. I know on one stage they had two two hit swing targets with lots of cover in front. 40 penalty points right there!

Take a look at your rulebook about "disappearing targets". When the target comes to rest, as in stops moving, if no portion of the target is visible from the shooting area, it is considered a disappearing targets and penalties for misses or failure to engage do *not* count.
It all depends on whether a target is completely hidden when it comes to rest or not.

Disappearing targets
To qualify as a disappearing target no portion of the highest scoring area can be visible when at rest. This can be taken to the limits. I once saw a plate rack on a trolly slide from left to right where it came to rest behind hard cover about 25yds out. There was still an inch or so of plate visible so the targets were not considered diappearing. (2005 Area 4 match)
Disappearing targets are teated differently for scoring. First, you have to activate the target mechanism. If you don't you will incur Failure to Engage (FTE) and the appropiate miss penalties. However, properly activated disappearing targets do not incur FTE or miss penalties. USPSA rule 9.9 It's very rare to see a true disappearing target in pistol competition. It is seen in 3-gun competition where clay birds are often used in shotgun stages.
