A podcaster (I think it was the Politics and Guns Podcast, episode 78b or 78c) mentioned that he was talking to an industry insider at a large ammunition manufacturing company (at SHOT) that supplies Walmart and he said Walmart's pulling out their hair trying to get more ammo anywhere they can.
They're looking for anything that they can get a decent supply of to stock the shelves.
IMO, this is why Walmart began carrying TULA ammo because ATK & Winchester have military and police contracts so they divert some of their output to fulfill those contracts and can't pump out millions of rounds a day just for sale at Walmart.
I believe during that same episode they shared that the company that the unnamed individual works for mentioned his company produces 1,000,000 rounds of .223 ammo a day alone and they're back ordered for months.
