What comes first... the ammo or the gun?

It depends on you. I have a buddy that used to buy the ammo first so he'd have an excuse to buy a gun.

I think if you are for sure getting one, and have noticed how scarce the military stuff is and plan/would like to have a stockpile of it then go for it. I don't think it is going to get cheaper, and I doubt it'll get any easier to find. the two military types, xm193 and m855, are pretty damn hard to find right now.

If you end up not getting the AR then wait till prices are even higher and guys can't find it (i.e. a week before the election) and sell it. you won't lose other than any interest your money is making you at the bank.

Get the gun first. you might think your dead set on 5.56 but might end up changing your mind and wanting a rifle that chambers something else

....I ended getting an AR-15 by Windham Arms, (my brother-in-law has the same one but with a different stock) and I think it was a good choice, both the platform and ammo are very common and it's an "easy" system to operate and shoot. Bought 500 rds of ammo too!

Personally I am not going to buy ammo for a gun I don't own yet. When i have 4 different calibers that I could be stocking up on instead

I have .38, .40, .45, 5.56/.223 already.

I am strongly debating on an AR-10 in .308 but I am not going to waste my time buying .308 until I have it
