Is this a high grade rust blue job? Some folks pay lots to have the "rust blue". Perhaps this one would be a good canidate for the Dura Coat. The rust looks really light and wouldn't interfere with refinishing since you caught it right away.

I had a few rust spots from time to time, and it freaked me out, too. They cleaned up just fine though. It sounds strange, but I've found the best way to prevent rust is to let the slide "soak" up the oil. I put a heavy coat of oil on the exterior, and let it sit for 15 minutes. Then, I wipe off the excess and I'm good to go. I often go a month (or two, unfortunately) between range sessions, and sometimes I don't even wipe them down regularly (I know, I know.... it's XD abuse). Since I've started oiling like this, I haven't had a spot of rust. I guess the XD's finish is pourous, so it soaks up oil.
