I feel like there should be some very low level aid for people in extra ordinary situations to help them get back up on their feet - but nothing like our current welfare program. Yuck.

No way. Private charity is capable of taking care of those with extraordinary circumstances. Even if it wasn't, noone has the right to force me to help anyone.

one would think charity and good planning could overcome, as it did before the welfare/Social Security system was enacted...

i don't have a problem with people who really need help. i have a problem with the people who are too lazy to work for what they want and just keep they're hand out for more
