Don't count on it.

A lot of the free state game land ranges have been closed down for "renovation" and the one near me has been "under renovation" and closed to the public for the last 3 years. So far the only work that I can see that was done was they took down the target backers, removed the benches, and cleaned up the brass. Gotta love the government took them 3 years to do all that. A group of 20 of us could've done that in a weekend.

At least in the SE that's the way it is. I've read that their progress in other regions is a little better.

Find a public range.

I pay $0.00 I walk out my door. Shoot anytime for free. I also live on 200 acres of private land. I need to invest in building a little range though.
