All of these alerts are going to desensetize people so that when there is a real ALERT, no one is going to pay attention.

Do you mean to imply that we are crying wolf? If we don't practice our alerts and warnings we may not be able to keep our wits and do the job in the case of a true warning or alert. Desensitization is actually one of the reasons we practice these sorts of things.
