Actually a book by Philip Smucker titled Al Qaeda's Great Escape debunks this throughly. bin Laden was in the Pakistani tribal areas as long as two weeks ahead of the Tora Bora campaign. Those who we fought and bombed there weren't there to delay us so much as they were serious hardcore al Qaeda who stayed only to get their chance at killing Americans.

Read the book ... it's pretty good.
